UK Circle Radius Population Challenge

The object of this quiz is to adjust each circle's radius so it contains the target population shown at the right. Also, Den Haag is way bigger than some of the cities on the 540 city game, and it is not accepted.

I don’t get it. I chose 50, and Maastricht is not on there, while the smaller Heerlen is. Am I misunderstanding the game?

Populations are from here:
https://citypopulation.de/en/netherlands/cities/
Netherlands uses urban centres to count with their census.
