is the new york-rhode island one not over water? or am i misunderstanding the water rule?

Yeah the wording might seem confusing – I mean water borders are excluded in deciding if two states border. So NY/RI does count for this quiz as their border is only over water, which is excluded, so they are non-bordering for the purpose of this quiz.
